If an individual is otherwise inadmissible but has a reason to travel to Canada that is justified in the circumstances, he/she may be issued a temporary resident permit.
To be eligible for a temporary resident permit, one needs to enter or stay in Canada and must outweigh the safety risks to Canadian society. An immigration Officer helps in determining and is the deciding authority here. Even if the reason for inadmissible seems minor, justification of visit is needed.
There is no guarantee if the visa will be issued. Also, a permit can be issued and fee for same is non-refundable.
A permit is usually issued for the length of visit to Canada—for example, one week to attend a conference. You must leave Canada by the expiry date of the permit, or get a new permit before your current one expires.
